POSITION TITLE: Payroll Benefits Accountant
JOB DESCRIPTION:
Coordinate and manage accurate processing of voluntary benefits, insurance and annuity billing.
Audit and manage reconciliation of balance sheet accounts used in District financial statements.
Interpret and identify TRS reporting errors for system updates.
DUTIES and RESPONSIBILITIES:
Coordinate accurate processing of voluntary insurance and benefits deductions.
Review and interpret new laws affecting voluntary benefits and annuity deductions.
Ensure deduction and premium amounts are correct and in compliance with tax laws.
Ensure 403b and 457 deductions do not exceed legal maximum.
Create and manage complex spreadsheets for reporting and vendor billing.
Coordinate payments and wire transfers with Accounting, Human Resources and Technology to ensure all payments are processed prior to their due dates.
Audit and manage payroll balance sheet accounts used in District financial statements.
Audit and manage employee balances for amounts in arrears.
Develop an effective procedure for 10-month employee deduction collection and billing.
Demonstrate effective communication regarding taxation of benefits, insurance deductions and payroll issues.
Create and manage complex spreadsheets for salary calculations.
Develop and maintain procedure manuals.
Manage controls over employee salary changes, leave balances, benefit deductions and other employee payroll data as required.
Coordinate and manage information for each payroll cycle, including supervision of Payroll Specialists to ensure accurate and timely processing.
Prepare and file periodic reports to the Teacher Retirement System and the Internal Revenue Service.
Responsible for ensuring direct deposit tape has been processed accurately.
Plan and coordinate work in order to meet strict payroll deadlines.
Interpret and disseminate TRS information to individuals and groups.
Interpret and disseminate voluntary benefits information to individuals
Provide payroll training to District staff.
Work cooperatively with the Human Resources Department to ensure accuracy of wages, salary and stipends.
Develop annual payroll schedule to ensure internal processes meet established deadlines.

Maintain files/records.
Other duties as assigned.
EXPERIENCE:
Two years of payroll or related experience, including experience with school District TRS reporting and voluntary benefits.
QUALIFICATIONS:
Education/Certification:
Bachelor’s degree
Special Knowledge/Skills:
Knowledge of District benefits, COBRA, and HIPPA rules and regulations
Ability to assess and make decisions related to the benefits and billing process
Ability to interpret new laws and regulations to ensure compliance
Knowledge of TRS-related laws and regulations
Effective communication and interpersonal skills (written and verbal)
Excellent organization and time management skills
Proficiency in Microsoft Excel, willingness to learn other computer software systems
Ability to exercise sound judgment and decision making
Analytical and problem-solving skills
Basic knowledge of Federal Tax regulations
